Hmmm. I remember something about the second patch accidentally having planet textures in it. Or something planet related. And those will kill some video cards. So they must be deleted. I think you go into the folders named resource->images->planets (not the zip file) and delete everything inside that planets folder. Then try the game again. You cannot really do any damage by deleting those files.
If that does not do the trick, try posting on the Atari forum. Steve still visits quite often. And the FAQ might have real instructions.

Intel graphics chips suck, majorly. Try updating the drivers, but I would seriously look into replacing that GPU.

yea, i know intel sucks, but as usual i am broke as can be lol
and thanks for the advice i'll give it a try

Sorry for the delay.
Try to make a clean reinstall of game and patch if possible. Use a registry cleaner (google) for deleting the keys.
Keep your savegames, they may work ...
