A far as I'm aware there are no mods that do this. I don't think its even possible with current modding tools.

It is/would be possible to do but only in a LAN game.
In an internet game the Latency would be too high and the turret fighter would probably be miles away from the ship it's docked to

The difference between "Good" and "Bad" is always relative to the evaluators perspective.
As far as I know, the IWar net code/ engine was just not designed for that purpose.

May be some day Particle System makes an Iwar 3 or free the code of Iwar 2, it's only a dream
