Stuck in Act One A

Doxer wants some valuable cargo before i can get the IFF. I have spent a day stealing things, but i still have the mission!!

What do i need to do. Where do i steal what he wants??

You must bring it to him personally. When in your base, press on the 'Add Cargo' button in the Ship Loadout screen and select a cargo pod to take with you. Anything with 60 or more recycling value will do.
