It's not possible to buy new ships. You get new ships through the completion of missions. If you're still stuck with the lowly tug, be patient - your time will come.
However, mods like FutureTrader do allow you to buy ships and parts, but I would wait until you have finished your game before venturing into these options as they can at times affect the mission process.
