Weapon Link for trade?

At what point do weapon links become available for trade? I'm about 1/3 through act 2, and they still havent popped up on the list yet.

Sometime in act 2. IIRC its the Oman that trade it, although it could also be the MCA.

Would make sense if it was the Oman, because they are the only ones I havent sucked up to yet.

Yup, it's the Oman.

The more numerous, powerful, and slow-firing your weapons are, the greater the impact of linking them.

I tend to favor the faster-firing weaponry -- quads, gats, rapid PBC and assault cannon -- and lately the devastating "cutting beam", so I don't really get much of an edge from having the weapon link, but when I gave Neutron PBC's a go the weapon link really helped.
