No, in dev mode the movie plays first just like in the normal game.
(Sounds like the game isn't finding the path to the movie in time. I would make sure it isn't a path problem first.)
there is a sound problem faq on the independence war website:

Weird is that it jumps into the cockpit right away, when i start a new game and then after 10sec the intro movie starts.
Could be the Developer mode.

ok...i believe i fixed it. When i started the game in window mode i reckognized something weird. The game uses MP3 audio files.
When ever i played the game a little clock appeared in the systray. This clock comes from the tsunami filter pack. its reclock 0.98a. it resyncs audio in avi files. in case audio/video are out of sync. this indicates that tsunami filter pack interfers with games that use mp3 audio.
i uninstalled the filter pack and the game runs fine.
all this worry for nothing..lol i even changed motherboards and reinstalled windows twice.
well...at least i know what it is now and take care when reinstalling tsunami. without reclock of course.
thanks very much for you help guys. i would not have found out without you.
see ya guys in the outer rim (or in star wars galaxies )
