After cracking the vertical L-Point code, I decided to try my hand at pogging. I made a mini-mod to shut off both of Emerald’s L-Points using the iLagrangePoint.SetUsable function. From the documentation, what it should do is make the autopilot and AI avoid the system when planning interstellar trips.
What is actually does, I discovered, is somewhat different. The function makes you unable to jump to the L-Point manually. The autopilot, strangely enough, can still make it in. However, the function makes you unable to jump from it at all! Hello, one-way L-Points!
Next, I’ll try to get an AI in the game to go through these things and see if they have any better luck.

Some wrestling with the pog got me an AI ship for me to boss around. It worked pretty much as I expected: it jumped into Emerald without a problem, but sat there and did nothing when I told it to approach a Penda station from Emerald. So neither the autopilot nor an AI can enter an "off" L-Point.
