I had the same problem.... only found 2 crates of gemstones and 3 trades. Launched and docked a few times since then, but it aint gone away. yet. And yes I have my game fully patched up.
Is it true that those submissions are given out at random?? That would explain why I was expected to kill 3 Maas cruisers for some fuel pellets the day after I escaped from jail.... I tell ya, it aint easy in a tug with Harrower and Gnat missiles.

Our last hope went out with Captain Mission.
