That depends on how it was done. The only easy way to turn off a weapon that I can think of is to remove the weapon from the ship. Putting it back on is more tricky.

Would be impossible, as far as I know. Would require re-writing quite a lot of the game engine, this is only a feature of games where it was designed to be a feature of the game (AoE2 and IL-2 spring to mind).
