If you're feeling brave, visiting the military research bases can pay off nice. Just remember, when pirating from bases do not attack the ship on sight. The base will light up, and even if you don't get blown to pieces Jafs will flat out refuse to make a cargo run.
The trick is to find the ship with the cargo you want quickly, then formate with it. Most ships will head out from the base they appear at, and once they do, it's a simple enough matter to hit em with an ldsi blast, then take care of the guards.
I suggest millitary research bases because I know they can occasionally spawn heavy pbcs, which can be a very very nice upgrade early on.
