Yes. Only freighters have cargo pods to pirate.
SNRv's make really good targets at the beginning of the game. One shot and they drop their cargo. I've sat 40K from an L-point before with a magazine of harrower missiles and racked up a great amount of pods without ever defending myself.
Fired from 40 km away, the missile usually hits the snrv which drops its cargo. The escorts start heading towards you. However, by the time they get 20 km away, the snrv starts to leave and they have to break off to follow it. The pods are left floating. Easy cargo.
Hang in there Twisty. It takes a little pratice, but all this time you're honing your combat skills. It pays off later on. Be creative... I found it quite fun to dock to a cargo pod (usually carrying a low-value item) and wait for a large Venice class freighter to try to use the L-point. From about 30 km away, I'd accelerate towards it with thrust override. When I got very close (good timing is a must on this tactic) I would undock from the cargo pod and use the left or right thrust override to avoid colliding with the freighter. The cargo pod, travelling at about 3000 m/s is not so lucky. When it hits the freighter, it usually destroys it, and the escorts don't even turn hostile. Free loot!

I did not know the name Shane was popular in Australia. Learn something new every day.
I was named after the main character in the movie "Shane" from the 50's or 60's. It was my grandmother's favorite movie, and she put her foot down when the naming started.
